EPR packaging reporting software: prove the data flow
Start with the packaging activity you must report and the official UK packaging EPR rules, then test whether a product prepares the records you need.
Defra’s Report Packaging Data file generator is optional and includes validation.
A vendor product is not the regulator’s service or an endorsement.
Start with the record
What should packaging software handle?
Defra’s current file guidance describes organisation, reporting-period and packaging activity fields, with material, type, class and weight details.
Test the current file schema rather than relying on a generic “EPR ready” label.
The official file generator is optional; a producer can create its own file or use a compliance scheme.
A buyer should establish how its chosen tool exports and checks data before relying on that workflow.
Keep duties distinct
Does EPR software cover fees and recycling too?
Packaging data reporting, disposal fees and recycling obligations are separate limbs.
The statute and current guidance govern the duties; software can help organise work but does not itself discharge them.
See the packaging EPR reporting requirements.
Plastic Packaging Tax is a separate regime; compare the scope in the UK Plastic Packaging Tax guide.
The demonstration
Test one packaging record
Use a representative product and trace its packaging components from source system or supplier evidence through material classification, weight, reporting period, review and file export.
Software demo · evidence check
Packaging data demo coverage
Tick a test only when the vendor has demonstrated it with a representative record and shown the evidence or export.
0 of 4 tests demonstrated (0%). This is a checklist result, not a score for the vendor.
Still to test: Trace a packaging component to source evidence and owner; Show material, type, class, weight and period mapping; Demonstrate validation and corrections against the current file schema; Export a file and show how a reviewer can reconcile it.
Illustrative buyer case
How might a UK producer preparing packaging data test a software claim?
Illustrative only: a producer wants to reconcile packaging components from several product records and prepare a submission file.
It tests one representative SKU, checks the evidence and classification, then compares the export with the current Defra schema.

Decision points
What should the buyer carry into the decision?
- The official RPD route remains the reference: check current Defra guidance.
- Fees and recycling duties are separate: test each workflow explicitly.
- A product claim is not a compliance result: retain evidence and review.
Ask each vendor to show one traceable record and a current, reconciled export.

Frequently asked
Questions people ask
What is EPR packaging reporting software?
It can mean tools for collecting packaging activity data, preparing a file for the official Report Packaging Data service, or managing broader producer-responsibility workflows.
Check the exact output and submission route.
Does software replace the RPD service?
No. Defra’s file generator is optional and its account is the official route described in the guidance.
A third-party tool should demonstrate a usable export against the current schema.
Does one system discharge every packaging obligation?
Do not assume so.
Packaging data reporting, disposal fees and recycling obligations are distinct duties.
Check the current rules and your producer role.
Is plastic packaging tax software the same thing?
No. Plastic Packaging Tax has separate rules and records.
This page focuses on packaging EPR data workflows; see the dedicated tax guide.
