Buildings · energy rating
NABERS UK rates how much energy an office actually uses, from 1 to 6 stars.
It is owned by the NABERS programme of the New South Wales Government and run in the UK by CIBSE, which replaced BRE on 3 April 2024.
It is voluntary, and it rates offices only.
How it works
On measured energy over a year, as Base Building, Tenancy or Whole Building, from 1 to 6 stars.
A NABERS rating measures the building in use, while BREEAM and an EPC rate the design (NABERS).
NABERS UK currently rates offices only (CIBSE Certification).

1 to 6 stars.A new office or major refurbishment commits to a target of at least 4 stars.
Rated after 12 months of operation. One office
A target of at least 4 stars agreed in design, tested against a full year of measured energy.
The office is an illustration; the rules are CIBSE Certification’s.
A building rated below its target shows the gap between design and use that NABERS exists to expose.
The developer signs an agreement for 4.0 stars or more (CIBSE).
The agreement runs through design and construction.
The building is occupied and metered.
A NABERS Energy rating on the measured energy closes the agreement.

Where it counts
In GRESB as an energy rating; no UK law asks for it.
Whether NABERS UK counts as “substantially equivalent” for the IFRS S2 metric is the preparer’s judgement; the guidance does not name it.
The building certifications it is often confused with are BREEAM certification and LEED certification.

For a real-asset fund, the rating feeds the GRESB assessment.

NABERS UK judges an office by the energy it actually uses, which is the one number a design certificate cannot promise.
