A sustainability consultancy framework lets an eligible public body hire sustainability, net zero or carbon advisers from a pre-selected list without running a full tender each time.

The idea
In the Procurement Act 2023 a framework is “a contract between a contracting authority and one or more suppliers that provides for the future award of contracts”, in the words of section 45(2).
A sustainability consultancy framework is that arrangement for environmental, net zero and carbon advice, run by a central purchasing body for the public bodies it serves.
The framework must say who may use it, what it buys, how prices are set, its estimated value and its term, under section 45(5).
Each piece of work bought under it is a separate contract, usually called a call-off.
Search results for this phrase also show reporting frameworks such as GRI, which are disclosure standards and a different thing; they are covered on the sustainability consulting firms guide.
The owner tenders the framework and appoints suppliers to lots.
A buyer confirms it is a named user and picks the lot.
The buyer awards a contract by direct award or further competition.

The frameworks, as at 11 October 2026
Five frameworks read today cover sustainability, net zero or decarbonisation advice, and they differ most on who may use them.
All five were advertised before the Procurement Act 2023 came into force, and three of them say in terms that they were let under the Public Contracts Regulations 2015.

ESPO 500_23
ESPO’s 500_23 is the closest thing to a dedicated net zero consultancy framework: advice on decarbonisation targets and strategies, options appraisal and delivery support.
Its two lots are split by the “total assessed value for consultancy services”, under or over £50,000, according to the award notice.
ESPO’s framework page lists the route as “Direct Award or Further Competition” and says it was procured under the Public Contracts Regulations 2015.
The Contracts Finder award gives an initial term of 1 February 2024 to 31 January 2026, and the notice adds an option to extend for up to a further 24 months.
ESPO’s page showed the framework as active on 11 October 2026, but no notice we read states the new end date, so ask ESPO before planning a call-off.
The London Borough of Merton published a call-off award under 500_23 in 2025 for a plan to decarbonise its procured services.

ESPO/YPO 664_25
ESPO and YPO’s 664_25 Consultancy Services is a general consultancy services framework of 28 lots, and Lot 8b covers environment and sustainability.
ESPO’s framework page gives a start date of 1 September 2025 and an end date of 31 August 2027.
The award notice adds an option to extend for up to a further 24 months, so 31 August 2029 at the latest, and a £320m estimated value across all lots.
Lot 8b lists carbon footprinting and reduction, climate change adaptation and mitigation, energy efficiency and targets, heat networks, environmental audits and sustainability, among other advice.
Lot 1a, Business Services, separately lists net zero design, procurement and finance, and whole-life carbon, cost and risk.
Each lot was awarded on 70% non-price and 30% price, and YPO confirms ESPO led the procurement.

Government Commercial Agency
Crown Commercial Service became the Government Commercial Agency on 1 April 2026, according to GCA, and its consultancy services framework is MCF4, RM6309.
MCF4 Lot 9 is environment and sustainability, and every lot expires on 28 July 2027 with no option to extend, according to the agreement page.
GCA says further competition is the standard route, and that direct award can be used in specific circumstances the buyer must justify.
Use is limited to organisations on the authorised customer list, according to the award notice.
The announced successor, RM6399 Consultancy and Professional Services, is let under the Procurement Act 2023 and covers infrastructure and environment among ten lots.
GCA’s own estimates are a Find a Tender notice in September 2026 and award in July 2027, and on 11 October 2026 the page still said the contract notice was “Not available yet”.

NEPRO3 and ENZPS
NEPRO3 is NEPO’s professional services solution, delivered by Bloom, with an Environment, Sustainability and Waste category that lists carbon reduction and retrofit and decarbonisation.
NEPO gives a current end date of 1 September 2027 and a final end date, subject to extension, of 1 September 2029, on its NEPRO Three page.
It is available to NEPO’s associate members and member authorities, and Bloom contracts with the consultancy for the buyer, so the model is a managed service rather than a list to call off from yourself.

The DESNZ Energy and Net Zero Professional Services framework is “available for the use of the Department for Energy Security and Net Zero (DESNZ) and its Partner Organisations (POs)”, in the words of the notice.
A council, charity or housing association cannot use it, however close its seven lots look to the work.

How call-offs work
Under the Procurement Act 2023 a framework may award without competition only where it has one supplier or sets out the core terms and an objective selection mechanism, under section 45(4).
Otherwise each call-off follows a competitive selection process, assessed only against the framework’s award criteria under section 46(8).
The five frameworks above were advertised before the Act came into force, so read each framework’s own call-off procedure rather than relying on those sections.
A framework let under the Act may not run longer than four years, or eight for defence and utilities frameworks, unless the reasons are published, under section 47.
A buyer below the Act’s thresholds, £135,018 for central government and £207,720 for sub-central bodies from 1 January 2026 according to PPN 023, may still choose a framework for speed and settled terms.

A consultancy joins a framework by bidding when it is let and advertised on Find a Tender, and the list is usually fixed until the framework is re-let.
PPN 006 reaches frameworks through each call-off: a Carbon Reduction Plan is asked for where an individual contract is estimated above £5 million a year including VAT, according to PPN 006.

From 1 January 2027, PPN 026 says social value is assessed at framework and at call-off, and a call-off assessment needs a framework assessment too, according to PPN 026.

The next big re-let for consultancies is GCA’s RM6399, which replaces MCF4.
Under the FCA’s PS26/19, UK SRS is comply or explain for companies in UKLR 6, 14, 15, 16 and 22 from 2027, so a bid that calls it mandatory overstates it.

Charities, housing associations and companies
The ESPO notices list registered charities and registered social landlords among the public-body user classes, according to the 500_23 award.
ESPO Trading Limited may also offer third-sector clients a second, purely commercial framework on similar terms, the same notice says.
No notice read for this page lists a private company as a user, so a company runs its own selection, guided by how to choose a sustainability consultant.
The lot descriptions remain a fair checklist for what a sustainability brief should cover.

Due diligence
Confirm with the owner that your organisation is a named user and that the framework will still be open on the date you award.
Ask whether the call-off procedure permits direct award for your requirement, and record why you chose it.
Ask how the owner is paid, because a framework under the Act may charge fees at a fixed percentage of the contract value, under section 45(7).
Ask each supplier who will do the work and whether it earns anything from equipment or energy it recommends.

In public procurement it is a framework agreement: a contract between a buyer, usually a central purchasing body such as ESPO or the Government Commercial Agency, and a group of pre-selected consultancies, under which eligible public bodies can award contracts for sustainability, net zero or carbon advice without running a full tender each time.
It can call off from a framework it is entitled to use, such as ESPO 500_23 or Lot 8b of ESPO/YPO 664_25, either by direct award where the framework allows it or by a further competition among the framework’s suppliers.
