ESOS · the digital route
ESOS software and ESOS online: what runs digitally, and what stays human
Most of ESOS can now run online: energy data flows into software, the coverage position is calculated, and the notification is filed through the Environment Agency’s MESOS service.
Two things stay with people under the ESOS Regulations: the site audits the audit plan requires, and review by a lead assessor on an approved register.
This page sets out the route, the ESOS login, what software must hold for Phase 4, and what vendors say about it in their own words.
The digital route
What managing ESOS online actually looks like
Four stages of ESOS digitise well, and a platform’s job is to make the two human stages shorter and cheaper.
The data stage pulls consumption from half-hourly meter feeds, bills, fuel cards and building systems into one dataset, in energy units rather than converted emissions.
The calculation stage adds up total energy across buildings, transport, industrial processes and any other purpose, as the Phase 4 guidance requires, and shows the areas of significant consumption that make up at least 95% of it.
The ESOS energy audit itself still needs a plan and site visits where consumption justifies them, and the finished ESOS assessment is reviewed by a lead assessor on an approved register unless an exemption applies.
The evidence stage assembles the records regulation 28 requires, which is where software saves most time.
The filing endpoint is official and free: MESOS, where the responsible undertaking submits the compliance notification by 5 December 2027.
Stages three and four are interleaved with the others, not appended at the end, which is why no platform runs an ESOS compliance period on its own.
- 01Aggregate energy data
Half-hourly meter feeds, bills, fuel cards and building systems into one dataset in kWh.
- 02Calculate total energy and coverage
Total consumption by organisational purpose, and the areas making up at least 95%.
- 03Audit — human
Site visits and analysis where the audit plan requires them.
- 04Review and confirm — human
A lead assessor reviews, unless exempt; one or two responsible officers confirm.
- 05Assemble the evidence pack
The records behind every figure, under regulation 28.
- 06Notify through MESOS
By 5 December 2027 for Phase 4, then the action plan and updates.
The ESOS login
MESOS: the portal people search for
The “ESOS login”, “ESOS portal” and “ESOS online” searches all lead to one place: MESOS, Manage your Energy Savings Opportunity Scheme reporting.
The Environment Agency launched it in April 2024, and the GOV.UK ESOS page says users sign in with GOV.UK One Login and can save a notification part-complete.
The Regulations call it the Notification System.
The responsible undertaking — normally the highest UK parent — files once for the whole group.
MESOS is a filing endpoint, not a management tool: it receives the notification, then the action plan under Part 6A and the progress updates, and everything upstream of those submissions happens in your own systems.
Phase 4 has three progress updates, the third added by SI 2026/701 and due by 5 December 2031, so a tool that plans only two is working from Phase 3 rules.
What the notification asks for is on ESOS reporting, and the scheme as a whole on the Energy Savings Opportunity Scheme page.
What software must hold
ESOS software requirements, cited to the Regulations
ESOS software should be judged on its energy-data spine and its ESOS-shaped outputs, not on its dashboards.
The first test is the spine: can it ingest half-hourly data, bills and fuel cards on a schedule and keep an auditable trail from the raw feed to the reported figure?
The second is the outputs: total energy by purpose, coverage against the 95% floor where significant consumption is identified, an energy intensity ratio for each purpose, opportunities with kWh savings, and an evidence pack an assessor and the Environment Agency can follow.
The third is the assessor workflow: read access, query trails and sign-off records, because software that shortens the review shortens the critical path to the deadline.
The fourth is reuse: the same dataset should produce SECR every year, and where the group is listed, feed the Scope 1 and 2 figures for UK SRS S2.
The checklist beside this lists the ESOS and SECR outputs with their provisions; tick each one as a vendor shows it.
Step 1 · which regimes apply to you?
Step 2 · 6 outputs to see on a demo · 0 confirmed
Outputs are the duties in the cited provisions; the demo tests are our reading of them.
Nothing you tick is stored or sent.
One dataset, three regimes
When ESOS software pays for itself
A four-yearly audit alone rarely justifies a platform; the same dataset serving SECR every year usually does.
Organisations in ESOS are usually also in SECR, which wants energy and emissions figures every financial year — the overlap is on ESOS and SECR, and the SECR guidance is the government’s account of the annual duty.
Listed companies in UKLR 6, 14, 15, 16 and 22 now report against UK SRS on a comply-or-explain basis for periods from 1 January 2027, and UK SRS is available for voluntary use by anyone else.
Maintained continuously, the ESOS dataset stops being a four-yearly scramble and becomes the source those regimes draw from; the mapping is on ESOS and UK SRS integration.
The ESOS data is energy, and the other regimes want emissions, so the platform has to keep both and the conversion factor year that links them.
The same test the carbon reporting software page applies to every regime applies here: does the output come out of the software, or out of a consultant?
Vendors in their own words
What vendors say about ESOS
Of the seventeen vendors profiled on this site, only a few name ESOS on the pages we read, because ESOS is a UK-only scheme that global products rarely address.
Climatise describes an ESOS Phase 4 workspace from energy data to MESOS notification and the action plan, and sells it to the consultancies and lead assessors who deliver ESOS as well as to organisations that comply; its profile is on the Climatise page.
Watershed names ESOS among the UK reporting it works on.
Those are the vendors’ descriptions of their own products, not our assessment; put the requirement list to any vendor in writing and ask to see each output on your own data.
No vendor removes the lead assessor: consultancies and assessors are covered on ESOS consultants and assessors.

The evidence pack
What the evidence pack has to hold
The evidence pack is the part of ESOS software that saves the most time, because it is the part a spreadsheet handles worst.
Regulation 28 lists what the responsible undertaking must keep, and SI 2026/701 extended it, including the data behind any estimate.
The checklist beside this is built from those records; the regulator can ask for the pack, and an assessor needs to follow every figure back to its source.
Exportability matters more than presentation: one bundle an assessor and the Environment Agency can open is the test.
Regulation 28 evidence pack · as amended 22 July 2026
0 of 18 items in the pack
Keep the Phase 4 pack for two further compliance periods: to at least 5 December 2035 (reg 28(2)(b)).
Failing to keep it is its own offence under regulation 44.
Limbs from SI 2014/1643 reg 28(1) as amended by SI 2023/1182 reg 19 and SI 2026/701 reg 18.

Where the route stays human
The lead assessor, the directors and the exemptions
However complete the digital dataset, a lead assessor on an approved register must review the assessment under regulation 21, unless an exemption applies.
The approved registers are held by seven professional bodies, one of which is ISEP, and the GOV.UK ESOS page lists them all.
One or two responsible officers — board-level directors — confirm the assessment before notification.
ISO 50001 does not discharge the duty to carry out an assessment, and it never removes the notification; only zero consumption under regulation 33A deems the assessment done.
Software compresses the assessor’s job, because clean data shortens the review, but it cannot replace it.
Total energy consumption less than 40,000 kWh (reg 21(3)).
ISO 50001 certification covering total or significant consumption.
Zero consumption: reg 33A deems the assessment complied with — the only route that does.
The honest baseline
When a spreadsheet is still enough
Software is a means, not a compliance requirement: the Regulations are indifferent to your tooling.
A single-site organisation with a handful of meters, no SECR obligation and stable consumption can run a compliant ESOS assessment from spreadsheets.
The tipping points are multi-site estates, transport-heavy consumption, annual SECR reporting on the same data, or a previous evidence pack that took weeks to rebuild.
Past any of those, tooling pays for itself in assessor time.
Whether any of this applies starts with the qualification test on the ESOS Phase 4 compliance guide, and the full route is on ESOS compliance guidance.
Frequently asked
ESOS online, answered
What is the ESOS login?
The ESOS login is MESOS, Manage your Energy Savings Opportunity Scheme reporting, the Environment Agency’s online service launched in April 2024.
The GOV.UK ESOS page links to it and says users sign in with GOV.UK One Login.
The Regulations call it the Notification System.
Is there an official ESOS online portal?
Yes: MESOS, on GOV.UK.
It is where the responsible undertaking notifies compliance by the phase deadline — 5 December 2027 for Phase 4 — and later submits the action plan and progress updates.
It is the filing endpoint, not a management tool: the energy data, audits and sign-off happen before it, in your own systems.
Can ESOS be managed entirely online?
Almost.
Energy data collection, the total consumption calculation, the 95% coverage view, evidence-pack assembly and the notification can all run through software and MESOS.
Two things cannot be digitised away: the site audits the audit plan requires, and review by a lead assessor on an approved register, unless an exemption applies.
What does ESOS software do?
The useful core is energy data management: pulling consumption from meter feeds, bills, fuel cards and building systems into one dataset in kWh, calculating total energy by organisational purpose, showing the areas that make up at least 95% of it, holding audit records and opportunities, and exporting the evidence pack.
Some platforms also reuse the same data for SECR each year.
Does ESOS software remove the need for a lead assessor?
No. A lead assessor on an approved register must review the assessment unless total energy consumption is less than 40,000 kWh or ISO 50001 certification covers total or significant consumption.
Software can shorten the assessor’s review; it cannot replace it.
Do I need software to comply with ESOS?
No. The Regulations require the calculation, the audit, the confirmation and the notification; they say nothing about tools.
A single-site organisation with a few meters can comply from spreadsheets.
Software earns its place with multi-site estates, transport-heavy consumption, annual SECR reporting on the same data, or an evidence pack that was hard to rebuild last time.
What are the ESOS Phase 4 dates?
Qualification is tested on 31 December 2026.
The compliance period runs from 6 December 2023 to 5 December 2027, and the notification is due by 5 December 2027.
An action plan follows under Part 6A, then three progress updates, the last due by 5 December 2031.
Is ESOS reporting the same as SECR?
No. ESOS is a four-yearly energy audit with a notification to the Environment Agency; SECR is an annual disclosure of energy and carbon in the directors’ report.
They draw on the same energy data, which is why one dataset serving both is where software pays for itself.
