MEES software: every let property, its EPC and its deadline
MEES compliance software tracks the energy performance certificate of every let property against the Minimum Energy Efficiency Standard.
For a landlord with a portfolio, the hard parts are expiry dates, exemptions and the improvement plan, not the rating itself.
The rules are on the MEES guide.
The rules
Which MEES rules does the software need to apply?
The rules differ by country and property type, and software should not blur them.
| Point | Position | Source |
|---|---|---|
| Where | England and Wales only; the instrument’s own title says so | SI 2015/962 |
| Current minimum | Band E | SI 2015/962 |
| Band C by 2030 | Policy direction, no statutory instrument made | DESNZ |
| Exemptions | Must be registered; the high-cost exemption needs spending up to £3,500 inc. VAT first (domestic) | reg 24 |
| Penalties | Domestic capped at £5,000 in total; non-domestic up to £150,000 | Part 3 Ch 6 |

What should MEES software track for each property?
The current EPC band, its expiry date, whether the property is let and under which type of tenancy, and any registered exemption with its own expiry.
It should also hold the improvement plan and costs, because the high-cost exemption depends on what has been spent.
A tool that uses a modelled band instead of the lodged EPC should say so clearly, because only the lodged certificate counts.
Scotland
Can MEES software cover Scotland too?
Only as a separate rule set: Scotland’s private rented sector rules use a different instrument and metric, and as sourced are still a draft (Scottish Government).
For investor reporting on the same buildings, see GRESB software and NABERS software.

Tick a test only when the vendor has demonstrated it with a representative record and shown the evidence or export.
0 of 5 tests demonstrated (0%). This is a checklist result, not a score for the vendor.
Still to test: Show each property’s lodged EPC band and expiry date; Flag every property below band E; Record a registered exemption and its expiry; Track improvement spend against the £3,500 domestic cap; Keep England and Wales rules separate from Scotland.
