Future Homes Standard: 'zero carbon ready,' not zero carbon

From 24 March 2027, new homes in England must produce at least 75% less operational carbon than a home built to 2013 standards, effectively without fossil-fuel heating, so they are 'zero carbon ready.' That is an operational-carbon rule only. Embodied and whole-life carbon are a separate, and still largely voluntary, world.

01The instrument

SI 2026/335, and when it bites

Made law in March 2026, but it does not apply to new work until 2027 — and only in England.

494 The Future Homes and Buildings Standard is enacted for England by The Building Regulations etc. (Amendment) (England) Regulations 2026, SI 2026/335, made 23 March 2026 and coming into force 24 March 2027. It amends the Building Regulations 2010, updating Part L — renamed from “Conservation of fuel and power” to “Energy and greenhouse gas emissions” — and Part F. Non-higher-risk building work must comply from 24 March 2027; equivalent higher-risk-building provisions come into force 24 September 2027.

02The target

75% less operational carbon, and 'zero carbon ready'

A big operational-carbon cut, benchmarked to 2013 — but not a whole-life or absolute-zero target.

495 The Standard requires new homes to produce at least 75% less operational carbon than a home built to 2013 energy-efficiency standards, and effectively precludes fossil-fuel heating so homes are “zero carbon ready”— meaning they will naturally become zero carbon over time as the electricity grid fully decarbonises. The reduction is delivered chiefly through low-carbon heating such as heat pumps, high fabric efficiency, and on-site renewable generation.

03On-site generation

Solar on new homes — a functional requirement

A new duty to fit on-site renewable generation on new dwellings, but not a fixed panel count and not without exemptions.

496SI 2026/335 introduces a new functional requirement that a system for on-site renewable electricity generation must be installed on, or within the curtilage of, every newly erected building that is or contains one or more dwellings. The system must make generated electricity available to residents and be capable of a reasonable output for the building’s design and surroundings. It is technology-neutral and drafted as a functional requirement — no fixed kilowatt figure or panel count — and Government messaging refers to solar panels in “the majority” of new homes.

04Embodied carbon

Still unregulated — and Part Z is only a proposal

The Standard says nothing about the carbon in the materials. That gap is filled voluntarily, not by law.

499 There is currently no mandatory legal requirement in England to assess or limit the embodied or whole-life carbon of buildings. “Part Z”is an industry-drafted proposal for a new part of the Building Regulations — it would make whole-life carbon assessment mandatory (reported using the RICS methodology) for larger projects and later introduce limits on upfront embodied carbon (modules A1–A5) — but its thresholds and dates are explicitly placeholders, and it has not been laid as a statutory instrument. Embodied and whole-life carbon are assessed voluntarily, or under local planning conditions such as the GLA London Plan, not under national Building Regulations.

05The voluntary methods

PAS 2080 and the RICS whole-life carbon standard

Where embodied carbon does get measured, two standards do the work — one voluntary, one binding only on a profession.

497 PAS 2080:2023 (second edition, effective 31 March 2023) is BSI’s publicly available specification for managing whole-life carbon in buildings and infrastructure, superseding and withdrawing the infrastructure-only PAS 2080:2016. It is a voluntaryspecification — not a statutory instrument and not a British Standard — adopted contractually or because a client requires it, never described as a “regulation.” Cite it with its edition, and do not treat the current whole-built-environment scope as if it always existed.

498 The RICS “Whole life carbon assessment for the built environment” 2nd editionbecame mandatory for RICS members from 1 July 2024, and is the UK’s de facto methodology for whole-life and embodied carbon assessment (the methodology the Part Z proposal points to). It is a professional standard binding on RICS members as a professional obligation — not legislation, and it does not itself require any developer to assess or cap embodied carbon.

Operational only

What the law regulates, and what it doesn't

Part L 2026 regulates a building's operational carbon — the emissions from running it.

Embodied and whole-life carbon — the emissions in the materials and construction — are outside the national Building Regulations in England, measured under PAS 2080 and the RICS standard voluntarily or under local planning conditions.

What is the Future Homes Standard?

The Future Homes and Buildings Standard is enacted for England by The Building Regulations etc. (Amendment) (England) Regulations 2026 (SI 2026/335), made on 23 March 2026 and coming into force for non-higher-risk building work on 24 March 2027, with equivalent higher-risk-building provisions from 24 September 2027.

It amends the Building Regulations 2010, updating Part L — renamed from 'Conservation of fuel and power' to 'Energy and greenhouse gas emissions' — and Part F.

Building Regulations are devolved, so this instrument applies to England only; Scotland, Wales and Northern Ireland have separate regimes and timetables.

Does the Future Homes Standard make new homes zero carbon?

No.

The Standard requires new homes to produce at least 75% less operational carbon than a home built to 2013 energy-efficiency standards, and to be 'zero carbon ready' — meaning no further building work is needed for a home to become zero carbon as the electricity grid decarbonises. 'Zero carbon ready' is a materially weaker claim than 'zero carbon' or 'net zero'.

The reduction is delivered chiefly through low-carbon heating such as heat pumps, high fabric efficiency and on-site renewable generation.

Do all new homes in England have to have solar panels?

Not exactly.

SI 2026/335 introduces a functional requirement that a system for on-site renewable electricity generation be installed on, or within the curtilage of, every newly erected building that is or contains one or more dwellings.

It is technology-neutral ('renewable electricity generation') and drafted as a functional requirement — there is no fixed kilowatt figure or panel count, and adequacy is judged against the building's design and surroundings.

Exemptions apply, notably for some higher-risk buildings (including many flats) and where generation is technically infeasible.

Government messaging refers to 'the majority' of new homes, not all.

Is embodied carbon reporting mandatory for buildings in England?

No — not at national level as of September 2026.

The Future Homes Standard and Part L 2026 regulate operational carbon only.

There is currently no mandatory legal requirement in England to assess or limit the embodied or whole-life carbon of buildings. 'Part Z' is an industry-drafted proposal for a new part of the Building Regulations that would make whole-life carbon assessment mandatory for larger projects and later introduce limits on upfront embodied carbon — but it is a proposal awaiting Government adoption, not law, and has not been laid as a statutory instrument.

Embodied-carbon assessment happens voluntarily, under professional standards, or under local planning conditions such as the GLA London Plan.

What is PAS 2080, and is it a legal requirement?

PAS 2080:2023 is BSI's publicly available specification for managing whole-life carbon in buildings and infrastructure.

Its second edition, effective 31 March 2023, superseded and withdrew PAS 2080:2016 (which covered infrastructure only) and expanded scope to the whole built environment.

It is a voluntary specification — not a statutory instrument and not a British Standard.

Adoption is contractual or industry-led, often required by clients such as major infrastructure programmes, rather than by law.

It should never be described as a regulation.

What is the RICS whole-life carbon assessment standard?

The RICS 'Whole life carbon assessment for the built environment' 2nd edition became mandatory for RICS members from 1 July 2024, and is the UK's de facto methodology for whole-life and embodied carbon assessment.

From that date, RICS members globally must follow the standard for all relevant project phases and types, recording any deviations.

It is a professional standard binding on RICS members as a professional obligation — it is not legislation and does not itself require any developer to assess or cap embodied carbon.
