Software · a buyer’s guide to SECR tools
SECR software is a platform that turns your energy data into the Streamlined Energy and Carbon Reporting section of the directors’ report.
17 vendors in this site’s registry say on their own pages that they support it; this page lists them in their own words and shows how to get from that list to the one you buy.
What the law requires a tool to output is on SECR reporting software.
Two pages, two jobs
Most buyers need both, in that order: the rows first, then the product.
The rows are fixed by Schedule 7 to SI 2008/410 and differ by type of reporter, so write yours down before any demo.
The specification page builds that list for you; this page assumes you have it.

17 vendors, alphabetically. Each line is the vendor’s own description, linked to the page it is on.
A vendor missing from this list may still do the work: put the question to it in writing.
The list is broad on purpose: it runs from tools built for small businesses to platforms built for groups with many sites, and each describes itself in its own way.
Several vendors also publish profiles on this site, linked from their names, with every claim they make across UK and EU reporting.
From the list to three
Start with what else the same tool must serve, because buying for SECR alone can mean buying twice.
A listed company faces UK SRS S2 on a comply-or-explain basis for periods beginning on or after 1 January 2027 under FCA PS26/19; a large undertaking may be in ESOS too.
Tick those duties in the tool beside this text and the list keeps only vendors whose own pages claim every one.
Then cut by the shape of your data: number of sites, whether energy arrives by meter feed or by bill, and whether mileage sits in an expenses system.
Three demos on your own data tell you more than ten on the vendor’s.

Start: vendors whose own pages mention SECR (17). Tick what else the same tool must serve.
17 of 17 vendors make every claim you ticked.
Alphabetical; the order ranks nothing. A claim is what a vendor says, not a test result.
Nothing you tick is stored or sent.
One company, start to finish
Company A is an illustration, not a client: an unquoted group above two of the three size limits, with twelve sites and a van fleet.
Its rows come from Part 7A: UK energy, emissions from gas, electricity and transport fuel, one ratio, the method and last year’s figures.
Its data is easy at the meters and hard at the edges: fuel cards are clean, but grey-fleet mileage lives in expense claims.
Because a large customer is asking for Scope 3, it ticks SECR and Scope 3 in the long-list tool, then asks each of three vendors to run one month of its own data.
The vendor that takes a mileage claim into the transport line in the demo, and keeps last year as disclosed, goes forward.

In the demo
Ask the vendor to work on your data, not theirs, and to show outputs rather than dashboards.
Each question beside this text is tied to the provision it comes from and says what a passing answer looks like.
The order matters: the finished directors’ report block first, because a tool that cannot produce it does not need the rest of the hour.
The questions test what a tool does for SECR; they do not score anyone, and passing them is not an approval.

£7,100A year, DESNZ evaluationInternal time
94 hoursA year, DESNZ evaluationMost SECR platforms quote rather than publish, which is normal for tools priced by sites and entities.
DESNZ’s evaluation gives the cost of the duty as a whole: a mean of about £7,100 a year and about 94 hours of staff time, with 56% paying for some outside help.
Use those as the comparison for any quote: software earns its place if it takes hours off that figure, not only if it is cheaper than a consultant.

Software or a spreadsheet
A company with a handful of meters and one fleet can meet SECR with the published conversion factors and a well-kept workbook.
An unquoted company that used 40,000 kWh or less may state that instead of the figures, under ¶20D(7).
The calculator beside this text compares the hours a spreadsheet takes with what a platform costs, using your own numbers.

DESNZ’s evaluation put the mean ongoing cost of complying with SECR at about £7,100 a year, all approaches included.
Not always.
An unquoted company is in SECR only if it exceeds two of £36 million turnover, £18 million balance sheet and 250 employees, and with a few meters and one fleet a spreadsheet and the published factors often do the job.
Software pays back on multi-site estates and complex groups.
No. There is no approval scheme for SECR software, and the duty is the company’s.
Treat “compliant” as a claim and check it against the output.
No official figure exists, and vendors set their own timetables.
The work is mostly on your side: listing meters, bills, fuel cards and mileage claims, choosing a boundary and a ratio, and loading last year as disclosed.
Some vendors say so on their own pages; the long-list tool on this page keeps only vendors that claim every duty you tick.
UK SRS applies to listed companies on a comply-or-explain basis for periods from 1 January 2027 under FCA PS26/19, and reaches Scope 3, which SECR does not.
You do, but the vendor holds it as a processor.
UK GDPR requires a written processor contract with set terms, including what happens to the data at the end; read those terms before you sign.
SECR needs no assurance.
The auditor’s duty under section 496 is to say whether the directors’ report is consistent with the accounts, so a working an auditor can follow is still worth having.

DESNZ’s 2026 post-implementation review lists a standardised template among candidate areas for a planned consultation; be careful with any product sold against a template that does not yet exist.
