Carbon emissions reporting software: which report, which gases, which figure

Carbon emissions reporting software turns one inventory into the emissions figures each report asks for, in the right gases, units and boundary.

A UK company can owe several of those reports from the same data, and this page sets out what each one needs, what a tool can automate and what stays with the directors.

It then lists 60 vendors in their own words; this site has tested none and ranks none.

What the software produces

What does carbon emissions reporting software produce?

A closed, reproducible emissions figure for each report a company owes.

Emissions reporting software starts where tracking stops: at a closed period and a figure someone will sign.

Underneath is the same arithmetic as carbon accounting software: activity multiplied by a factor, sorted by scope under the GHG Protocol.

What the reporting layer adds is the cut: the same inventory produces different figures for different reports.

For how the running figure behaves during the year, see carbon emissions tracking software.

The reports

Which emissions reports does a UK company owe?

Up to four from the same data, each with its own boundary and gases.

The reports differ in who they reach, which scopes they take and where they are published.

Your reports

Which outputs does your company need from a tool?

Tick the duties you carry; the planner lists what a tool must produce for each.

Write the specification before comparing products.

The planner beside this turns the obligations you hold into the capabilities a tool must show, each tied to the provision that creates it.

A company in SECR only needs far less than a listed company heading into UK SRS S2, and buying for the larger case early is a choice, not a requirement.

Obligations in, capabilities out

Are you a quoted company, or a large unquoted company or LLP within SECR?

A requirements list, not a recommendation: it names no product. Each line is tied to the provision that creates it.

Nothing is stored or sent.

Gases and units

Which gases does the reported figure cover?

Seven greenhouse gases, combined as CO2 equivalent on stated warming potentials.

The GHG Protocol’s Corporate Standard covers seven gases, with nitrogen trifluoride added by the 2013 amendment to the 2004 text.

The UK factors already express most activities as CO2e, using AR5 values for methane and nitrous oxide, according to ¶1.9 of the DESNZ 2026 methodology paper.

A refrigerant leak is the line to check: it starts as kilograms of a named gas, and the warming potential applied should be visible.

Biomass CO2 is kept out of Scope 1 and reported separately under Chapters 4 and 9 of the revised Corporate Standard.

Gross or net

Is the reported figure gross or net?

Gross. Credits and certificates sit beside the inventory, never inside it.

UK SRS S2 asks for absolute gross Scopes 1, 2 and 3 under ¶29(a)(i) of the standard, with a relief in ¶C4 from disclosing Scope 3.

Where a company sets a net target, ¶36(c) requires the associated gross target to be disclosed separately.

The SBTi’s Corporate Net-Zero Standard V2.0 takes the same line: actions and market instruments not in the physical inventory are accounted for and reported separately.

So the test for a tool is simple: retire a credit in the demonstration and the reported figure should not move.

Automated emissions reporting

What can automated emissions reporting do, and what stays with people?

Collection and arithmetic automate well; boundary, ratio, method and sign-off do not.

Automation earns its place on the dull, error-prone part: feeds, factors and totals.

SECR leaves the intensity ratio to the company under ¶17 and ¶20G of Schedule 7, and the principal efficiency measures are for the directors to describe.

The factor set follows the activity year, not the filing date, under ¶1.10 of the DESNZ methodology, so a tool that picks it automatically should also show which it picked.

The 2026 UK electricity factor fell by about 26%, 6 to 7 points of it from a change of method, according to the major changes report; a well-built report shows how much of a fall came from the factor.

The tool can do

Pull meters, invoices and fuel cards; apply the factor set for the activity year; total by scope; carry last year forward; draft the tables.

Every line keeps its source record and factor version.

The company decides

The boundary, the intensity ratio, the method statement, the efficiency narrative and the approval.

Schedule 7 leaves these to the company and its directors.

Air emissions reporting software

Is air emissions reporting the same as carbon reporting?

No. It is site-level pollutant reporting under a permit, bought as a different product.

Searches for air emissions reporting software reach a separate market: pollutant monitoring at a regulated site.

Medium combustion plant in England and Wales carries limit values for sulphur dioxide, nitrogen oxides and dust under Schedule 25A of the Environmental Permitting Regulations 2016.

The regulator can require information by notice under regulation 61, the power behind Pollution Inventory reporting.

A company with a permitted site often needs both: the site’s monitoring for the regulator, and the site’s energy in its SECR or UK SRS figure.

Permit duties are set out on environmental permitting and air emissions.

The tests before you sign

Which questions should a demonstration answer?

Eight, each tied to the provision it comes from.

Run each question on your own data, because demonstration data rarely has a refrigerant leak, a biomass boiler or a credit.

The GHG Protocol mechanics behind them are on GHG reporting software, and the SECR block in detail on SECR reporting software.

Frequently asked

Carbon emissions reporting software, answered

What is carbon emissions reporting software?

Software that turns a company’s activity data into the greenhouse gas figures a report asks for — SECR lines in a directors’ report, UK SRS S2 metrics, a PPN 006 Carbon Reduction Plan or a CDP response — with the factor set, the gases and the method recorded behind each figure.

What is the difference between emissions reporting and carbon reporting software?

In practice the same products sell under both names.

This page looks at the emissions figure and the reports it feeds; the platform view, regime by regime, is on carbon reporting software.

What is emissions reporting software?

Usually the same thing: a tool that closes a period and produces reported emissions.

The word “emissions” on its own also covers air pollutants such as nitrogen oxides and sulphur dioxide, which are reported under environmental permits rather than in a company’s carbon inventory.

Which emissions does a UK company have to report?

It depends on the duty.

A large unquoted company reports its UK emissions from gas, purchased electricity and transport fuel under SECR.

A listed company in UKLR 6, 14, 15, 16 or 22 reports gross Scopes 1, 2 and 3 under UK SRS S2, with a relief from Scope 3, on a comply-or-explain basis for periods from 1 January 2027.

A bidder for a major government contract reports Scope 1, Scope 2 and five Scope 3 categories in a Carbon Reduction Plan.

Can emissions reporting be fully automated?

The collection and the arithmetic can be automated.

The boundary, the intensity ratio, the method statement, the efficiency narrative and the sign-off are decisions the regulations leave to the company and its directors.

Which gases does carbon emissions reporting software have to cover?

The GHG Protocol Corporate Standard, as amended in February 2013, covers seven gases: carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, sulphur hexafluoride and nitrogen trifluoride.

They are reported together as CO2 equivalent.

Which global warming potentials do the UK factors use?

DESNZ says its 2026 factors use IPCC AR5 values for methane (28) and nitrous oxide (265).

For some refrigerants and process gases where AR5 values did not exist, DESNZ used AR6 values.

Do carbon credits reduce reported emissions?

No. UK SRS S2 asks for gross emissions, a net target must be shown with its gross target, and the SBTi’s net-zero standard keeps market instruments separate from the physical inventory.

What is air emissions reporting software?

Software for monitoring and reporting pollutants at a permitted site — for example medium combustion plant limit values for sulphur dioxide, nitrogen oxides and dust, or Pollution Inventory returns in England and Wales. It is bought against a permit, not against a corporate inventory.

Does a small business need emissions reporting software?

Often not.

An unquoted company is in SECR only if it exceeds two of £36m turnover, £18m balance sheet and 250 employees.

With a few meters and one fleet, a spreadsheet and the published factors usually do the job.

Is there a UK government emissions reporting tool?

The government publishes the conversion factors and guidance rather than a reporting tool for SECR.

Reports go in the directors’ report filed with the annual accounts.

Has this site tested any emissions reporting software?

No. This page is built from the regulations and standards cited, and the vendor list quotes what each vendor says about itself.
