Software · UK climate compliance

Climate compliance software: every UK climate duty, by legal status

Climate compliance software helps a company produce the figures and evidence its UK climate duties ask for, from SECR to ESOS, UK CBAM and UK SRS.

Those duties are not one kind of thing: some are law, UK SRS is comply or explain under PS26/19, and a Carbon Reduction Plan is procurement policy.

This page sorts them by status, says what a tool must produce for each, and lists 68 platforms in their own words.

Five kinds of duty

What does “climate compliance” mean in the UK? Five different legal statuses

Climate compliance in the UK is not one regime but several, and they bind in different ways.

Mandatory, comply or explain, procurement policy and voluntary are four different things, and a tool marketed for “compliance” should say which it serves.

Listed companies in UKLR 6, 14, 15, 16 and 22 report against UK SRS for periods beginning on or after 1 January 2027 on a comply-or-explain basis: they disclose, or say what is missing, why and what they plan.

A Carbon Reduction Plan under PPN 006 is a condition a contracting authority may set for a major contract, not a duty on every company.

The broader ESG set, including people and supply-chain duties, is on ESG compliance software.

The climate-related financial disclosure duty was inserted into the Companies Act by SI 2022/31; its tests for which companies are caught are set out on climate-related financial disclosures.

Each duty has its own requirements page, gathered on UK sustainability reporting requirements.

Your duties

Which capabilities does your company need? Start from your obligations

The useful order is duties first, then capabilities, then products.

The planner beside this takes the obligations you carry and returns the capabilities a platform must show, each tied to the provision that creates the need.

It names no product, so the list it produces is a specification you can send to any vendor.

A company with SECR alone needs far less than a listed group facing UK SRS S2 and CSRD.

Obligations in, capabilities out

Are you a quoted company, or a large unquoted company or LLP within SECR?

A requirements list, not a recommendation: it names no product. Each line is tied to the provision that creates it.

Nothing is stored or sent.

Compliance or disclosure

Is climate compliance the same as climate disclosure? Disclosure is one part of it

Some climate duties end in the annual report; others end in a filing to a regulator.

A disclosure tool built for the annual report may not hold ESOS audit evidence or a UK ETS monitoring plan.

The disclosure side, for UK SRS S2 and the CFD regulations, has its own guide on climate disclosure software.

The operational side has its own pages: ESOS software, UK ETS software and CBAM software.

Where you are

Does climate compliance differ in London? No, but permits differ by nation

A company headquartered in London faces the same corporate climate duties as one in Leeds or Glasgow.

SECR, the climate-related financial disclosure regulations and the FCA’s UK SRS rules all apply across the UK.

Where geography matters is site permits: the Environmental Permitting Regulations 2016 extend to England and Wales only, and Scotland and Northern Ireland use their own instruments.

How each regime’s extent is set is on UK sustainability regimes by jurisdiction.

EU duties

Does a UK company need EU climate compliance software? Only if CSRD or EU CBAM reaches it

After Omnibus I, CSRD applies from financial years beginning on or after 1 January 2027 only where an undertaking exceeds both 1,000 employees and €450m net turnover.

The tests for UK groups and non-EU parents are on CSRD for UK companies.

UK exporters of CBAM goods meet the EU mechanism through their EU customers, separately from UK CBAM on imports into the UK.

A platform that maps one dataset to both UK and EU outputs saves double collection; the CSRD output tests are on CSRD reporting software.

Do you need software?

When does climate compliance need software? When the duties multiply

DESNZ’s evaluation found about 19,900 organisations in SECR’s scope, with a mean ongoing cost of £7,100 a year and about 94 hours of staff time.

A company with SECR alone and a few sites can often manage with a spreadsheet and the published factors.

Software earns its keep when one dataset must feed SECR, ESOS, UK SRS and customer requests, each on its own period.

The government’s 2026 review recommends keeping SECR with amendments and lists five areas for a planned consultation, none decided.

How to compare quotes is on ESG software pricing, and the buying sequence on how to choose ESG reporting software.

Climate compliance in the UK is five different legal statuses, and software helps most when it never lets them blur.

Frequently asked

Climate compliance software, answered

What is climate compliance software?

Software that helps a company meet its climate duties: measuring energy and emissions, producing the figures each regime asks for, and keeping the evidence.

In the UK those duties include SECR, the climate-related financial disclosure regulations, ESOS, the UK ETS and, from 2027, UK CBAM and UK SRS for listed companies.

Is any software “climate compliant”?

No. Compliance is the company’s duty, discharged in its reports and filings.

Software can make producing the figures quicker and more consistent; the test is whether its outputs match what each regime asks for.

Is UK SRS mandatory?

No. Under FCA PS26/19, listed companies in UKLR 6, 14, 15, 16 and 22 report against UK SRS S1 and S2 on a comply-or-explain basis for periods beginning on or after 1 January 2027.

They disclose, or say what is missing, why and what they are doing about it.

Which UK climate rules does a large private company face?

Usually SECR, if it exceeds two of £36m turnover, £18m balance sheet and 250 employees, and possibly the climate-related financial disclosure regulations and ESOS, each with its own test.

UK SRS reaches listed companies through the FCA’s rules.

Is there climate compliance software for London companies?

There is no London-specific corporate climate duty; SECR, the CFD regulations, ESOS and UK SRS apply UK-wide or GB-wide.

Environmental permits differ by nation: the Environmental Permitting Regulations 2016 extend to England and Wales only.

Does a Carbon Reduction Plan count as compliance?

Only in the procurement sense.

PPN 006 is a Cabinet Office policy that in-scope contracting authorities apply to major contracts commenced on or after 24 February 2025; it is not a legal duty on every company to hold a plan.

Does UK CBAM need software?

It may for importers of the goods it covers.

UK CBAM starts on 1 January 2027 on specified goods in five sectors: aluminium, cement, fertiliser, hydrogen, and iron and steel.

The CBAM software questions are on the CBAM software page.

Does UK ETS or a Climate Change Agreement count for ESOS?

No. The Environment Agency’s Phase 4 guidance says participation in those schemes does not automatically count as ESOS compliance, though their energy data can be reused.

Do UK companies still need CSRD software?

Only if they are caught.

After Omnibus I, CSRD applies from financial years beginning on or after 1 January 2027 only where an undertaking exceeds both 1,000 employees and €450m net turnover, with further tests for non-EU groups.

Does climate compliance data need assurance?

Not by UK law today.

The FRC issued ISSA (UK) 5000 for voluntary use for periods beginning on or after 15 December 2026, and PS26/19 asks listed companies to state whether their disclosures were assured.

How much does climate compliance cost?

For SECR alone, DESNZ’s evaluation found a mean ongoing cost of £7,100 a year per complier, including about 94 hours of staff time.

There is no official figure for the other duties together.

Has this site tested any climate compliance software?

No. The duties on this page are cited to their instruments, and the vendor list quotes what each vendor says about itself, alphabetically, ranking nothing.
